About the role Balfour Beatty has an exciting opportunity for a Pre-construction Project Manager to join our Rail team to work in Manchester. Role purpose To lead, manage and co-ordinate opportunities either direct awards or tenders through to the commencement of the construction stage, ensuring that high quality, competitive proposals are delivered to the customer in a manner consistent with the Balfour Beatty Management System. Including: Establish and maintain positive and effective relationships with customers, partners and bid team; Manage the opportunity pipeline, in conjunction with the Pre Contracts Manager and Delivery Unit Leadership teams; Support business development in winning business by developing and managing capture plans; Capable of managing multi-disciplinary proposals up to 100m. What you'll be doing As a Pre-construction Project Manager , your main responsibilities will be as follows:- Manage the opportunity pipeline, in conjunction with the Head of Work Winning and Delivery Unit Leadership teams; Achieving the target conversion rate; Propose and meet budget, achieving ROI (cost of win/profit); Manage the input of other team members to ensure high quality deliverables are achieved e.g. commercial, planning, operational and SHEQ requirements; Oversee projects through all design and preconstruction stages through to hand over to the construction stage; Development of the pursuit plan; Management of the pursuit plan and capture activities in close collaboration with business development; Develop the win strategy and proposal plan; Identify the resource requirements; Manage the team which has been assembled for the tender; Manage delivery of the tender to time and budget; Work with the opportunity team to select, appoint and manage consultants required to meet the scheme deliverables; Manage compliance with processes and ensure quality standards are maintained across the team(s), recommending improvements where necessary; Proactively manage the implementation of the Sustainability 2020 Roadmap, across the team(s); Coach and manage others to ensure adherence to the Balfour Beatty Values; Manage, coach and develop talented teams to deliver high performance. Who we're looking for The following qualities and experience are essential: Previous experience of managing bid services within the engineering and construction sector; Estimating and planning experience in construction; Construction or civil engineering qualifications; Good construction methodology, planning and commercial accumen; Leadership and influencing skills; Strong team planning and organisation skills; Target focused, effective communicator both verbally and in writing; Good knowledge of work winning best practice; Experience with the principles of current public sector procurement; Good consultant and customer relationships; Experience of managing capture and proposals for complex opportunities in engineering or related environments; Team Management of proposals teams; Experience of contractor environment and commercial imperatives; Good interpersonal and communication skills are required, coupled with an ability to form effective relationships with partners under time pressure; Customer centric in approach, with the ability to recognise potential opportunities in invitations to tender. The following qualities and experience are desirable: Strong Civil Engineering background; Additional rail and building, industrial or energy sector experience would be beneficial; Knowledge of BIM best practise; Good team player; Drive for excellence and continuous improvement; Personal development.
